Yes. It’s the Microsoft Layout for the MSDN/Docs website. Even this website has bit off Layout. Too much white/negative space on left and right which increases the page length (Forcing Reader to scroll much).
Flexible Layout would be preferrable. The Left menu panels should be collapsible to get more real estate for Content that improve reading experience
